Loan Application

Prior to application the Plans and Specifications must be approved. By May 1 of the fiscal year the funds are to be available, a full loan application has to be submitted to the Office of Pollution Control. This includes about everything except bids from contractors. A pre-application conference is held with the applicant, Engineer and Office of Pollution Control.

A loan offer can be expected about the end of July of the fiscal year the funds are to be available, about 19 months after filing the Request for Ranking.

By May 1 SRF Loan Application should be submitted. User charge study; We don't' always have: (We usually submit)

• The Following Items Will Be Filed With The Application:
  • User Charge Ordinance - Rates Ordinance
  • Sewer Use Ordinance - Regulating Use of Sewers
  • Financial Capability Summary - Construction Cost May Change
  • Debarred Firms Certifications
  • Computed Bid Proposal

Two (2) Site Certificates - Property needed for project is cleared (Have to have clear certificate by July 1st before the loan offer issued 2 certificates attorney and applicants.)

IGR (Inter-Governmental Review) - State Clearinghouse - needs to be dated in the year construction will begin (Usually requested in January)
